Lacy, SteveSteve first got involved in ministry at 14 years of age as a Child Evangelist Summer Missionary. He then worked to establish children ministries in local churches. He graduated from the Outreach Ministry's Staff Training School established by Dave Wilkerson to train Teen Challenge Workers and received a Bachelors Degree in Religion from Heritage Bible College. Then he completed the Master's of Divinity program at the International School of Theology with an emphasis in Church Planting. Being involved in many types of ministries and churches has helped Steve to see a larger context of ministry. He worked as a church growth consultant with Church Dynamic International, which allowed him to travel the US and help churches develop systems for evangelism and discipleship. He has served on staff in churches from California to South Carolina, which has helped him understand which principles are universal and which are cultural. Between ministry positions, he has served as a marketing director and small business owner. Steve has a passion to see churches grow to all God wants them to be and loves to talk with pastors about the challenges of growing a church today. As Steve has put the The Four Laws of Effective Outreach into practice, he has seen the value first hand. In 1994 he consulted with a declining church that was averaging about 200. He helped them develop a growth plan to reach out to their community. Using the "Four Laws" principles, the church grew to over 1800 in less than seven years. In 1998 Steve led a team of 22 people to plant a new church, which grew to over 500 people in less than 4 years, with 50% having not attended church in 10 years or longer. He has personally seen the Four Laws work in a declining and in a new church plant, and wants other pastors to see and apply these principles in their church. He believes that if these principles were understood and applied in the church in America we would see a new and overwhelming harvest.
